I assume you are referring to amendments to S.2537 Department of Homeland Security Appropriations Act, 2005?
You might want to go thomas.gov and read the bill and H.R.4567 for yourself. Under the Budget Act,the additional appropriations would be shifted from emergency funding, such as FEMA.
You might want to compare H.R.4567 and the record of the 107th Congress as it clearly shows the cynical ploys used to produce election year talking points.
You might also note that Senator Kerry was absent.
Stop drinking the 527 koolaid and do your own research.
